ALLEN, James Franklin, 66, of Wheeling, WV, died 
Monday, June 21, 2010, at Wheeling Hospital.

He was born November 5, 1943, in Pikeville, 
Kentucky, son of Velma Bolyard Allen of 
Philippi, WV and the late Ralph Allen.

Mr.  Allen was an Engineer with Wheeling 
Pittsburgh Steel Corp. and he was a Methodist by 
Faith.

In addition to his mother, he is survived by his 
wife, Roann Lively Allen; a daughter, Sarah 
Emily Allen of Wheeling; two brothers, Douglas 
Allen and his wife, Barbara, and David Allen all 
of Philippi, WV; his father-in-law and mother-in-
law, Glenn and Grace Lively of Wheeling; nieces 
and nephews, Dawn and Bob Godwin, Amy Allen, 
Christie Varvel and Katie Kennen; sisters-in-law 
and brothers-in-law, Elizabeth and Edward 
Kennen, and Mechelle and Orie Robinson all of 
Wheeling.

Friends will be received on Thursday, June 24, 
2010, from 2-4 and 6-8 p.m. at the Kepner 
Funeral Home, 166 Kruger Street, Elm Grove, 
Wheeling, where services will be held on Friday, 
June 25, 2010, at 10:30 a.m. with the Reverend 
Gary Rankin officiating.  Interment will be held 
at the convenience of the family.

In lieu of flowers, memorial contributions may 
be made to the Wheeling Park High School Music 
Department, or to the Ron Meyer Memorial Fund at 
Wheeling Park High School, 1976 Park View Road, 
Wheeling, WV 26003.
