She was born December 7, 1928 in Westernport, MD the daughter of the late Dominic Moscow and Eunice Victoria Evans.

Mrs. Whisner was a bartender at Moose Lodge and a Baptist by faith.

In addition to her parents, she was preceded in death by her husband, Kemp Whisner, Sr.; two sons, Eugene and William Whisner.

Surviving are two daughters, Janie Roberts of Elko, NV and Victoria Mozingo and her husband, Sid of Wheeling; three sons, Kemp Whisner, Jr. and his wife, Mary of West Alexander, PA, Donald Whisner and his wife, Susan of Elko, NV and John Whisner and his wife, Deborah of Orlando, FL; 10 grandchildren, Traci Hollister, Vivian Williams, June Strom, Sean and Chad McKenzie, John and Brian Whisner, Rachel McBride, Sidney and Angela Mozingo and 13 great- grandchildren.

Friends will be received from 2-4 and 6-8 p.m. at the Kepner Funeral Home, Burke Chapel, 2101 on Wednesday, January 30, 2013 (304-277-2722) where service will be held on Thursday, January 31, 2013 at 10:30 am with the Reverend Thomas Mathes officiating. Interment in Short Creek Cemetery, Wheeling.
